Walter D. Herrera

Walter is a Security Threat Intelligence Unit (STIU) Investigator and Correctional Emergency Response Team (CERT) Operator at the Santa Fe County Corrections Department. He has served in nearly every security role in corrections to include Juvenile Justice and has maintained a part-time career in the private sector. He has a vast amount of experience with a multitude of investigative resources, criminal intelligence and information systems. He has taken an active role in combatting gangs and is his agency's subject matter expert on gangs. He is a certified gang specialist and has embarked on the professional certification program as a criminal intelligence analyst.

Kathryn Urioste

Kathryn is the Disciplinary Hearing Officer at the Santa Fe County Corrections Department. She has experience in combatting gangs in her role at her agency and is a certified gang specialist. She has previously served as a correctional officer and Correctional Emergency Response Team (CERT) Operator earlier in her career. She has served as her agency's local union president and is a fulltime student working towards graduating with her Bachelors of Arts in Criminal Justice.

Annette Montoya

Annette is a seasoned Correctional Officer at the Santa Fe County Corrections Department. She has served as secretary for her agency's local union. Previously she worked for the New Mexico Department of Public Safety handling criminal history inquiries. She has attended the Law Enforcement and Criminal Activity seminar and FBI Criminal Justice Information Services division's Criminal History Advanced Record Comparison and fingerprint examination and classification training. Prior to that she worked at the Dona Ana County Detention Center and in the private sector.

Joseph Kolb

Joe is a Certified Professional Lecturer with the New Mexico Law Enforcement Academy and taught in the Criminal Justice program at Western New Mexico University for nine years. He currently teaches Criminology at the University of New Mexico-Gallup Campus and is a seasoned correctional officer. Joe has taught extensively about gang identification for HIDTA in Maryland, Massachusetts, New York, Virginia, and Texas. Joe conducted a study for the Center for Immigration Studies tracking the flow of unaccompanied minors into the U.S. and the impact it has on MS13 recruitment and victimization. He has conducted trainings for the U.S. Consulate and Mexican Federal Police in Ciudad Juarez. Joe is a member of the New Mexico Attorney General's Human Trafficking Task Force. He has authored two books, Teen Violence in America and Bloodlines: How the Texas prison gang "Barrio Aztecas" became a transnational criminal organization.
